With reference to your letter 43043/20 of 28th Sept. 1920, may I, proceeding further, ask for a reply to the following questions:

  1. Does the Colonial Office agree that children are bought and sold in Hong Kong?
  2. Does the Colonial Office agree that "go-betweens" or brokers for the purchase and sale of children is a trade openly carried out in Hong Kong, and that the people in question are free from prosecution?

With regard to the second paragraph of your letter, it is not clear to me whether the Governor or the Colonial Office intend to imply that I personally took active steps against the Government at a time when I was drawing Government pay. The Colonial Office, I feel sure, will agree that I am entitled to an immediate reply on this point.
