With reference to your letter/43043/20 f 28th Sept. 1920,
ofere preceeding further, may ask for a reply to the following
estions:
Does the Colonial Office agree that children are bought and
1 in Hong Kong
Does the Colonial Office agree that "G-Betweens or brokers
r the purchase and sale of children is a trade openly carried out
Hong Kong, and that the people in question are free from
rosecution ?
With regard to the second paragraph of your letter it is not
ear to me whether the Governor or the Colonial Office intend to
ply that I personally took active steps against the Government
a time when I was drawing Government pay.
Colonial Office, I feel sure, will agree that I am entitled
an immediate reply on this paint.
